What Is a DOT Drug & Alcohol Testing Program?

If your operation includes CDL drivers, federal regulations require you to maintain a compliant drug and alcohol testing program.

This includes:

  • Pre-employment drug testing
  • Random testing throughout the year
  • Post-accident and reasonable suspicion testing
  • Ongoing recordkeeping and compliance tracking

These requirements are established by the Federal Motor Carrier Safety Administration (FMCSA) and apply to CDL drivers performing safety-sensitive functions.

Who Is Required to Enroll?

You are required to participate in a DOT-compliant drug and alcohol testing program if your drivers perform safety-sensitive functions that require a CDL (This includes owner-operators).

 

This applies if your drivers operate commercial motor vehicles that:

 

  • Have a gross vehicle weight rating (GVWR) or gross combination weight rating (GCWR) of 26,001 pounds or more
  • Are designed to transport 16 or more passengers (including the driver)
  • Are used to transport hazardous materials requiring placarding

Holding a CDL alone does not automatically require enrollment in a drug and alcohol testing program. The requirement is based on the type of vehicle being operated and the work being performed, not just the driver’s license.

This Applies To:

  • Employers with CDL drivers operating qualifying vehicles
  • Owner-operators operating under their own authority
  • Companies with drivers performing safety-sensitive functions as defined by FMCSA
