What is the FMCSA Clearinghouse?

The FMCSA Clearinghouse is a secure online database that tracks commercial driver’s license drug and alcohol violations. Employers are required to use the Clearinghouse to:

Conduct Pre-employment driver queries
Perform annual limited queries on CDL drivers
Report drug and alcohol violations when required
Track Return-To-Duty reporting and follow-up reporting
Maintain compliance with FMCSA regulations”

These requirements are established by the Federal Motor Carrier Safety Administration (FMCSA) and apply to CDL drivers performing safety-sensitive functions.

Who Is Required to Enroll?

Clearinghouse Enrollment is required for employers with CDL drivers and owner-operators operating under their own authority. If your operation employs CDL drivers who perform safety-sensitive functions, Clearinghouse participation is likely required under FMCSA regulations.

Holding a CDL alone does not automatically require enrollment in a drug and alcohol testing program. The requirement is based on the type of vehicle being operated and the work being performed, not just the driver’s license.
